Rule 169 has been read out by the Leader of the House. ...(Interruptions)...That deals with matters concerning the jurisdiction of the State. ...(Interruptions)... Vyapam scam is a scam in which people have died outside the State. People who have associated with that had died outside the State, and it is not the jurisdiction of one State alone. ...(Interruptions)... The job of the Parliament is to make the Government accountable. ...(Interruptions)... Sir, I have a point of order. ...(Interruptions)... Why are you not allowing me? ...(Interruptions)... Sir, my point of order is that as regards Rule 169, what the Leader of the House has read out regarding matters concerning the jurisdiction of a State, the Vyapam scam ... ...(Interruptions)... The matter is correct insofar as the issue is confined to the jurisdiction of law and order of the State. Here is a situation where people have lost lives outside the State and that too in a mysterious manner. So, this qualifies for a Central intervention. The second point in the point of order is, the job of the Parliament is to make the Government accountable. The job of good governance is that of the Government and the job of the Parliament is to make the Government accountable. It is misleading to say that we have all agreed for a discussion.
